For latex, php, and html, you don't need a svn checkout.

Try switch to latex and type: \section{foo}

Place caret on foo and press ctrl-shift P, the scope I get is:

text.latex
meta.section.latex
entity.name.section

And btw: have you disabled the Source bundle? at least some of the  
symbol inclusion stuff is set in that bundle.
