[TxMt] Stupid svn Repository Question

I just tried to do a fresh checkout myself to see if I could get my 
changes to the entitynav.py checked in and I'm seeing the same thing.

BUT, then I copied over my change into my cleanly checked out working 
copy and tried to do a commit.  The commit failed.  Same error message 
as before.
