[TxMt] web color palates for TM?

Made a new version that does exactly that. It opens the color picker 
with the selected color, modify it a bit, press OK and it will 
overwrite it with the new color. If you have your caret at the end of a 
color, it still shows it in the color picker, but doesn't replace it. 
Depending on how you look at it, this is a bug or a feature. My glass 
is half full today, and see it as a feature making it easy to make new 
colors based on other colors in your html document.
If you are nowhere near a color, it just behaves as before.
