Not sure if this is a rhetorical question, but I'd have worked for  
single files or files directly in $TM_PROJECT_DIRECTORY.

IOW current dir for commands is the file's directory, except for  
projects, where it's the directory containing the project file. At  
least I seem to recall having implemented it like that ;)
