[SVN] Revision 1314 (Perforce)

• Safety checkin of Submit Changelist for Perforce. This is a proof of concept; it doesn't actually submit yet, but the commit window is limping along, includes file status.
• Make diffs work without using 'open', as per the SVN bundle
