[SVN] Bundle commit 382

Better preflighting of the commit:
• Check for '?' and remove them from the list of files to be committed -- and tell the user that we removed them
• Check for merge conflicts and error out early

Also, move the Ruby script to an external file so we get the benefits of TM's editing and highlighting features.
